All parties having adequate professionalism and competence in the use of IT systems and the related security systems, or parties having
employees or auxiliary personnel endowed with such professionalism and competence, may be admitted to the MCIC.
These parties, in order to be admitted to the MCIC, are required to:
1. submit an Participation Application
according to the form defined in Annex 1 to the
Rules of Operation of the Market for Certificates of Release to Consumption of Biofuels, accompanied by a copy of an identity document
of the person applying for participation, as well as, if the applicant is a legal person, of the documentation certifying the powers of
representation of the party signing the application.
2. sign a Participation Agreement, according
to the form defined in Annex 2 to the Rules of Operation
of the Market for Certificates of Release to Consumption of Biofuels, signed on each page by the legal representative, with which the
contracting party declares to know and accept, without condition or reservation of the Rules of Operation of the Market for the Certificates
of Release to Consumption of Biofuels.
With the admission decision, the applicant is qualified as participant. The participants admitted to the MCIC are included in a special "List
of participants admitted to the market" published on the website and managed by GME in compliance with the legislation on the confidentiality
of personal data.
Participants admitted to the MCIC are required to pay an access fee, a fixed annual fee (every 12 months, starting from the moment of admission)
and a variable fee (for more details please see the fees section).
The amount of the fees is defined by GME in order to ensure its economic and financial balance. This measure is published on the GME website
with immediate effect, upon first application and, when fully operational, from January 1 of the following year. The obligation to pay the
fees ceases to have effect only if the participant sends a formal request to GME for exclusion from the MCIC.
(ATTENTION: if a participant is not active on the MCIC, but fails to send a formal request for exclusion, he/she is still required to pay
the fixed annual fee)
