Operators are informed that the GME, in accordance with Article 7 paragraph 2 of the Decree of the Minister for Ecological Transition N. 341 of 16.09.2022 (Decree), adjusted its IT system of the PPA Bulletin Board by introducing a new section, called Energy Release, to allow the allocation of electricity volumes in GSE availability having the characteristics set out in Article 2 paragraph 1 of the Decree, identified by the GSE itself and communicated to the GME pursuant to Article 3 of the same Decree.
As result of the publication on the GME’s website, the amendments to the Regulation of the adjusted and integrated long-term renewable energy contract bulletin board (PPA BULLETIN BOARD) pursuant to Article 3 paragraph 3.4 of that Regulation enter into force today, in order to regulate the participation and operation of the new Energy Release section.
With effect from today's date, the updated versions of the Technical Rules (DTF) n. 01, 02, 03, 05, 06 and 08, which contain the implementing and procedural rules of the PPA Bulletin Board, which are also appropriate for the operation of the new section. Updated versions of the aforementioned DTF fully replace the previous versions of the same Technical Rules published on GME's website.
All entities that meet requirements referred in the Decree that are interested in participating in the Energy Release section, if not yet registered, will be able to forward to GME the admission documents to the PPA Bulletin Board in accordance with the provisions of Technical Rule n. 01, so that all fulfilment activities necessary for participation in the assignment procedure are completed in good time.
Furthermore, it should be noted that, for the purposes of participating in the Energy Release section, all operators must also submit to GME the communication containing the bank details as well as the financial guarantees in the form of a non-interest bearing deposit, in accordance with the provisions of Technical Rule n. 05; without them, it will not be possible to accept the offers submitted as part of the assignment requests.
Finally, GME will notify, in its subsequent communication, operators of the date on which the first procedure for allocating electricity volumes in GSE availability will take place in the Energy Release section.

Regulation of bulletin board of long-term energy contracts from renewable sources (PPA BULLETIN BOARD)

It should be noted that, today, with the publication on GME's website, the Regulation of bulletin board of long-term energy contracts from renewable sources (PPA BULLETIN BOARD) entered into force.
The PPA Bulletin Board was prepared by GME, in compliance with the provisions of article 28, paragraph 1, of Italian Legislative Decree 8 November 2021, no. 199, with the aim of promoting the meeting between parties potentially interested in the stipulation of long-term contracts for the sale of electricity from renewable sources, as well as to allow the fulfilment of the obligation to register the afore-mentioned contracts concluded by the participants.
This PPA BULLETIN BOARD is divided into two section:
- The notice section, within which participants interested in long-term contracts for the purchase and sale of electricity from renewable sources can: i. publish, in anonymous and non-binding form, their sales or purchase notices; ii. view notices and express an interest, if any;
- Contract registration section, within which sellers fulfil the obligation to register long-term contracts for the purchase and sale of electricity from renewable sources concluded by them outside the PPA BULLETIN BOARD.
With effect from today's date, the Technical Rules (DTF), containing the implementing and procedural rules of the PPA Bulletin Board Regulations, also entered into force.
Therefore, starting from today, any interested parties or those obliged to participate in the PPA BULLETIN BOARD, can submit to GME the documentation for admission to the PPA Bulletin Board (i.e. Application for admission, Membership contract) using the forms available on GME's institutional website at the following link.
For this purpose, please note that:
From an operational point of view, access to the information system of the PPA Bulletin Board will take place through a personal identification system of the parties designated by the participant in the admission application (user), through User ID and Password - issued by GME following the successful conclusion of the procedure for admission to the PPA Bulletin Board - and temporary access code that the information system of the PPA Bulletin Board will send to the user, via text message to the mobile number indicated to GME, after entering the correct credentials (User ID and Password). In this regard, please also note that for each of the subjects assigned to accessing the information system of the PPA BULLETIN BOARD, the relative declaration issued by the same subjects must be returned to GME, pursuant to art. 6 and 7 of EU Regulation 679/2016 (user privacy consent).
Before the operational start-up of the PPA BULLETIN BOARD - which will be communicated by GME through a dedicated and subsequent press release - a phase of blank tests will be organised in order to allow interested parties to test the functionalities of the PPA BULLETIN BOARD.
The blank tests will take place in the manner and timing indicated below.
To support participants in carrying out activities on the platform, the User Manual is published below.
How to access the PPA NOTICE BOARD test platform
Anyone who is interested in participating in the blank tests of the PPA BULLETIN BOARD must send an e-mail to the e-mail box ppa@mercatoelettrico.org, indicating the company data of the participant (company name and VAT number), as well as the user's first name, surname, email and mobile phone number to obtain the access credentials to the test platform. This request can be submitted as early as today.
Days and times of the tests
Blank tests will take place every working day from 1 April 2022 to the 7 April 2022, during the following time slot 10:00-16:00 on the test platform reachable at the following address https://proveppa.ipex.it
It should be noted that the transactions carried out during the blank tests do not assume a binding nature, nor do they determine the imposition of any obligation.

Italian Legislative Decree no. 199 of 8 November 2021 - implementing Directive no. 2018/2001/EU of the European Parliament and of the Council on the promotion of the use of energy from renewable sources - in article 28, paragraph 1, relating to long-term agreements for the purchase and sale of electricity from renewable sources, provides that "Within one hundred and eighty days from the date of entry into force of this decree, Gestore dei Mercati Energetici – GME S.p.A. (hereinafter: GME), in order to ensure a gradual start of long-term negotiation of renewable energy, shall create an IT bulletin board display with the aim of promoting the meeting between the parties potentially interested in the stipulation of these long-term contracts. The bulletin board display, in compliance with the legislation on the protection of personal data, provides for the obligation to register the data of the contracts that are necessary to guarantee the maximum spread of the results and monitoring, also for the purpose of creating the organised market referred to in paragraph 2."
This document for consultation is published by GME to offer to all interested parties the opportunity to comment on the proposed operating model of the PPA bulletin board display, defined by GME for the implementation of the afore-mentioned regulatory provision.

By decree of 4 July 2019 - published in the Official Gazette no.186 of 9 August 2019 (hereinafter: Decree) – on incentives for the electricity produced by on shore wind, solar photovoltaic, hydroelectric plants and plants fuelled by sewage treatment gas, the Ministry of Economic Development, in line with the European objectives of supporting the production of electricity from plants powered by renewable sources, provided for the establishment of a Market Platform for long-term trading of energy from renewable sources (PPA Platform), entrusting its management to Gestore dei Mercati Energetici SpA (GME).
In order to implement the provisions of the Article 18 of the Decree, GME shall publish this consultation document in order to illustrate to interested parties the proposal of the model identified for the functioning of the PPA Platform and to collect any comments from interested parties.
All interested parties may make their own comments with reference to the information contained in this document.
These comments must be sent in written form to GME - Governance, no later than 14 February 2020, corresponding to the deadline for closing this consultation, in one of the following ways:
